Conduct some research in the development of Apollo & Shuttle. Look at the number of design reviews, development tests, qualification tests, design changes, delta testing, iterations of the above for various systems critical to crew safety. Significant funds were involved which necessitated government funding to get the program going. Now compare to the cots, SLS /Orion & space tourism ventures. SLS going back to capsules & is under funded which will have similar results as cots. Manned rating will have but a fraction of the design, test, & retest And crew safety will suffer. What is the point of having future loss of crews & repeating the Caib routine , and grounding future systems. In the end the one entity that suffers is the USA space capability.
We should not repeat this useless process & do what is best for the country.
We are placing all our eggs in the cots basket for EO Access, but by not adequately funding crew safety, putting the program in danger of being cancelled leaving the USA with no capability.
